Appointment of The Committee
The Advisory Committee on the power of pardon is appointed by the President under Article 61 of the Constitution. The Committee must consist of not less than three and not more than five persons as may be appointed for a term of (7) seven years by the President from candidates proposed by the Constitutional Appointment Authority.

Jude Samuel Kevin FRED
Jude Samuel Kevin Fred has a Master of Arts in Leadership and Strategy in the Social Domain from the University of IPA, based in Ireland, and a Diploma in Pastoral Ministry. Born and raised in the Seychelles Currently, she serves as the Chairperson of the Advisory Committee on the Power of Pardon, appointed by the President of the Republic in December 2021. I completed my primary and secondary studies at Mont Fleuri Primary and Secondary. Following this, I took a one-year certificate course in electronics at the Seychelles Institute of Technology, followed by a two-year diploma in construction.
My principle in life is to “never give up,” and as long as there is a tomorrow, “there is hope.” From a humble beginning, filled with a lot of challenges, I have been able to so far serve and represent my country on various local and international platforms, committees, and networks. Started as the Faith-Based Commissioner of LUNGOS in 2012, then as Vice Chairperson of CEPS in 2015, then elected as Chairperson of CEPS, the Platform for Civil Society in Seychelles, in 2018.
In 2017–2018, I followed an in-depth study on “social change” from a global and local perspective with the IFP’s Leadership Development Programme with a selected group of leaders around the world to partake in the Global Leadership Development program. The course focused on the role of leaders in bringing about social change in a global and local context.
I have been nominated and appointed to various committees and boards at local and national levels, which include the Extractive Industries Transparency Initiative (EITI) Multi-Stakeholder Group (2014–2016), the National Consultative Forum (appointed by the former President 2013–2015), and the Road Safety Advisory Committee (1 term, 2015–2017). National Council for Children Board (2Term, 2016 to 2021), Agency for the Prevention of Drug Abuse and Rehabilitation Board (2018–2021), National Theme Steering Committee (Chairperson, 2018–2020), National Tender Board (2018–2021), National Disaster Relief Fund (2019–2021), and the Advisory Committee on the Power of Pardon as stated above
My biggest achievement thus far has been the establishment of Everlasting Love Ministries International. The Ministry, founded in 2010, is one of the leading organizations working to assist the government in alleviating various social issues in the community. Focusing on prevention from substance abuse and rehabilitation has allowed us to attract international partners (Global Teen Challenge—Africa) to consider us in the fight against the scourge of addiction and crime. Currently, I serve as the National Director of the Teen Challenge Seychelles.
In 2021, I was ordained as an apostle under the Kingdom of God Ministries International, a church that covers various Christian churches in South Africa and other nations, including the Seychelles. I am the author of two books, “Journey to Inspire Transformation” and “Don’t Skip the Process.” With my vast knowledge and experience in leadership, strategic planning, social and community policy, spirituality, and being a good outspoken preacher, I see myself assisting and joining other like-minded partners and stakeholders to share on various platforms internationally.

Lucy Athanasius Ba, MSc, MBIE, is one of the Constitutional Appointees on the Advisory Committee on the Power of Pardon since December 15, 2021. Her other activities include freelance management consulting, a path she has recently embarked on following her over 35 years working in government and private organizations, where she amassed a wealth of experience in senior management positions in industry, retail, the hotel and tourism industry, education and training, and financial intelligence.
Lucy has also served as a board member on numerous boards, including the Vice Chair of the Young Enterprise Scheme of the Seychelles and later the Concessionary Credit Agency, the Seychelles Institute of Technology, Member of the National Human Resources Development Council, Vice-Chairperson of the Chief Executive Forum from June 2006 to July 2007, Member of the Board of Directors of the Seychelles Institute of Management, Member of the Seychelles National Commission for UNESCO, Member of the Sentencing Advisory Committee of the Judiciary, and Chairperson of the National Information Services Agency.
Lucy has a Bachelor of Arts in Political Science with a dual major in Spanish from Kansas State University, USA, and a Masters in Criminology, Criminal Justice, and Social Research from the University of Surrey, UK.
Lucy is also a qualified embalmer and member of the British Institute of Embalmers (M.B.I.E.), UK (2001 to date), having also qualified in postmortem reconstructive surgery from Missouri, USA.

Mr. Raymond Louise Born on May 5, 1945, in the Electoral District of Anse Boileau, in the Republic of Seychelles
I attended the Anse Boileau Primary School from Primary 1 to Primary 6, then went to the Seychelles College for two (2) years before returning back to Anse Boileau, where I completed three (3) years at the Secondary Modern School.
I finished my studies in December 1962 and joined the teaching profession for a short period of time until I reached eighteen (18) years old.
I joined the Seychelles Police Force in 1963 as a constable and resigned in 1995 with the rank of Commissioner of Police. In 1998, I rejoined the police force as the senior research officer and instructor at Pointe Larue.
During my time in the police force, I attended various training courses overseas. Currently, I serve as a member of the Advisory Committee on the Power of Pardon.

Beryl Dodin

Beryl Dodin
My name is Beryl Dodin. I completed my primary and secondary studies at Anse Boileau primary and secondary school. Following secondary studies, I went to Polytechnic and studied to become a primary teacher. Later, I expanded my knowledge beyond primary teaching and furthered my studies to become a secondary teacher.
Being an observant person, it was from there that I gained a bigger interest in helping others. I developed my listening skills by being attentive to students who were withdrawn or displayed behaviors that deviated from the norm.
As an individual, values have always been important to me, and I have tried to incorporate them within myself and show them to others. I have always been kind and compassionate, and I try to bring happiness to those in need. I consider this to be one of my greatest strengths.
With over 30 years of experience in counseling, mentoring, and coaching. I started my career as a generalist teacher at the primary level with the Ministry of Education. I furthered my teaching career at the secondary level as an English teacher. At this point, I undertook extensive training in counseling, and today I am a specialist in managing trauma, loss, and grief, child and adolescent counseling, couple and family counseling, and healing therapy.
I also have extensive experience in providing psychosocial support, anger management sessions, stress management, life skills, living values, and group counseling. I have also conducted group sessions for grief for truth, reconciliation, and the National Unity Commission (TRNUC). In previous years, I have provided support for the Seychelles Police Force by conducting sessions on life skills, carrying out various workshops, and providing my services through debriefing sessions, especially in cases involving severe trauma such as sudden and gruesome accidents.
In regards to my personal attributes, I am an assertive and approachable individual with a pleasant disposition. I am well accustomed to dealing with clients in a professional and discrete manner. I enjoy working with different age groups and learning from others.
Aside from my profession, I am an artistic person. I write poems and songs and can even draw. I selectively share my creative gifts with those who are close to me; however, I am now more willing to share them with others.
I enjoy sharing my knowledge and skills with people of different ages through participating in SBC radio programs or by simply talking to those that come up to me and ask for wisdom, life skills, or guidance. Often, people acknowledge and show gratitude towards me for making a difference in their lives.

Chetina Linzi Saunders. I am currently working at the Employment Department as the Director for Employment Services. During my tenure with the department for the past 18 years, I have occupied several positions. I hold a Master Degree in Industrial and Employment Relations from the University of Turin (ITCILO) and a Bachelor Degree in Business Administration with specialization in Human Resource Management from the University of London.
I am a friendly person who is always willing to listen and learn from others. I am an animal lover and enjoy being around my dogs. I am a hardworking and self-motivated person. Always willing to lend a helping hand to those in need to make life a little bit better for them.
Our Objectives
The primary objectives that guide the committee are:
- Render just determination in regard to pardons towards maximizing the restoration of human potential while restraining the growth of prison and jail populations;
- Determine reasonable and prudent conditions of release consistent with the goal of structured reintegration of the release into the community; and
- Resolutely administer the pardon process with recommendation to the President fully commensurate with public safety and due consideration.
- To allow cases to be considered for pardon on compassionate and humanitarian grounds and in circumstances particular to the inmate.
